SPAP File Processing. Using a transfer technology such as Secure File Transfer Protocol (SFTP) or Connect:Direct (formerly NDM), each month SPAPs will transmit full file submissions in the specified format. (For a ▇▇▇▇▇▇ explanation of available data methods, see Section 5.2.) Full file processing requires the SPAP to submit a complete file of all current enrollees every month. Each month’s new Input File will fully replace the previous month’s Input File.
