The State is responsible for promoting, guiding and regulating the country’s socio- economic development so as to ensure economic efficiency, increased social services and social justice in an integrated manner and through the efforts of society as a whole. In the quest for growth, economic policy should be aimed at preventing processes of socio- economic exclusion, such as unemployment and impoverishment, and maximizing the benefits of economic growth for all Guatemalans.
