SERVICE DELIVERY PROTOCOL. The threatening use of explosives against public schools, colleges, jails, governmental facilities, or other public facilities, has increased significantly in the United States. Actual bombings at high profile locations have caused a significant impact on how law enforcement agencies deal with the threat of a bomb. This administration's first priority must be the safety of people. The most pressing decision facing management is evacuation or non-evacuation of the premises. In regards to bomb threats, the decision to evacuate shall be at the discretion of the person-in-charge of the facility, such as the property owner, hospital administrator, etc. Officers shall respond accordingly, based upon the administrator or manager’s decision. It shall be the policy of this agency not to attempt to remove any bomb or explosive device. The handling and disposing of bombs is a task for bomb specialists. If a bomb or explosive device is located, officers will evacuate the area or building, immediately. The police will focus their efforts on evaluation, crowd control, and containment, but will not attempt to remove any bomb or explosives. There are two reasons why it is of tremendous importance to identify the suspect: One is that the threatening call itself is a crime; and the second reason is that in the event a bomb has been planted, the caller is a key person to locate and question about the bomb.
