Service Contract Labor Standards. The OASIS labor categories, identified in Section J.1., are considered bona fide executive, administrative, and professional labor that are exempt from service contract labor standards. To the extent that any ancillary labor for services are within the scope of OASIS and subject to service contract labor standards in accordance with FAR Subpart 22.10 and other applicable agency specific regulatory supplements, the OCO must identify such work in the task order solicitation and make a determination as to whether service contract wage determinations are to be applied or not. OASIS does not include clauses applicable to any service contract labor standards that are part of a total solution within the scope of OASIS. The OCO must incorporate the appropriate clauses and provisions in each task order solicitation and subsequent award when service contract labor standards apply.
