Selection Process for Vacant Position. In filling job vacancies and new positions, where the qualifications, fitness, experience and ability of employees are relatively equal, and where the Employee has satisfactory compatibility with the supported individual(s), seniority of an employee of the Program with the vacancy or new position shall be the governing factor in awarding the position, followed by bargaining unit seniority.
