Section 12.6.3. 38 The arbitrator will have authority to hold hearings and make procedural rules. Findings will be 39 issued within a reasonable time after the date of the close of the hearings or, if oral hearings have 40 been waived, from the date the final statement and evidence are submitted to the arbitrator. 41
