Risk assignment. 11.1 The Parties note that under the risk assignment provisions in the Water Act and the Basin Plan, the Commonwealth is responsible only for risk obligations resulting from reductions or changes in reliability based on the difference between the BDL and the SDL, as enforced from 2019.
