Resolving Conflicts. If a conflict arises in the use of vacation time among employees, the Bureau Commander or designee will resolve any conflict. The Bureau Commander or designee will use the following hierarchy in order to resolve conflicts: Merit Supervisors Senior Full-Time Employees Junior Full-Time Employees Part-Time Employees
