Red Circled Rate. A “Red Circled” rate is a pay rate that is above the adopted maximum of the employee’s current pay range. When an employee's pay rate is red circled, he or she shall not be eligible to receive a salary increase until such time as the pay range for the employee's classification exceeds the employee's salary level.
