Purpose and Scope of Contract. The purpose of this State Financial Assistance Contract, hereinafter referred to as, the “Contract” between the Commission and the Grantee is to delineate the duties and responsibilities of both the Commission and the Grantee regarding the distribution, receipt and expenditure of state financial assistance funding under the applicable individual grants referenced herein.
Purpose and Scope of Contract. This Contract is made and entered into pursuant to Section 2.01 of the Wrecker Operations Chapter of the Code of the City of Arlington, and is to provide the City needed wrecker services for when a police officer, or someone acting as an agent of the Arlington Police Department such as a Code Enforcement Officer, exercises authority to effect removal of a vehicle pursuant to State law or the Wrecker Operations Chapter of the Code of the City of Arlington (hereafter referred to as “City directed pulls”). The purpose of this Contract is to provide for the safety of Arlington citizens and visitors to the City and to enhance orderly traffic flow over, upon, and across the approximately 25 miles of six-lane interstate highways within the City’s boundaries and the approximately 950 center line miles of street in Arlington and related right-of-way. Traffic collisions and stolen, stalled, and abandoned motor vehicles create a clear and present danger to the lives and property of the public. This danger demands prompt, efficient, and safe removal so as to maintain normal traffic flow within and across the City of Arlington. The alternative is the potential paralysis of traffic flow with an obvious increase in safety concerns for vehicular traffic, and emergency equipment operators, such as the Police, the Arlington Fire Department, and ambulance service vehicles. In addition, vehicles on private and public property which have been abandoned, otherwise left standing in violation of State or local law, or create a safety concern or constitute a hazard, need to be removed for the health and safety of the public. A sufficient number of heavy-duty wreckers and an even greater number of light- duty and medium-duty size wreckers and specialized equipment must be maintained and kept available to meet the pull requirements and traffic safety concerns that are the responsibility of the City of Arlington. The intent of this Contract is to address the issues of public safety described above for the benefit and protection of all Arlington citizens.
