The Parties consider the effective liberalisation of their respective public procurement markets on the basis of non-discrimination and reciprocity, as an integral objective of this Agreement. 2. To this effect, the Parties shall elaborate rules within the framework of the Joint Committee with a view to ensuring such liberalisation.
