Proposals and Counterproposals. All proposals and counterproposals (or interests in the case of IBB) shall be presented in written form. Although proposals and counterproposals may be given and responded to orally at the bargaining table, no tentative or final agreement shall be construed to have been reached until the proposal or counterproposal is reduced to writing and signed or initialed by both Parties.
