PROPOSAL EVALUATION PROCESS. This section describes the proposed process for evaluating proposals and selecting the collection contractor. Section 6.1 describes the evaluation process for the contract award recommendation to the City Council. Section 6.2 presents the evaluation criteria. Note that the CITY reserves the right to modify this process in any way and at any time during the RFP and contractor selection process.
