Promoting cooperation. The Parties agree to work toward the promotion of mutual understanding of each other's duties and responsibilities for the benefit of DOE Operations, activities, and public; and to benefit the Tribes' sovereignty, inherent and Treaty rights, and protection of its membership and public.
