Project Development Plan. Proposer shall submit a Project Development Plan which shall consist of the following three components: – Technical Solutions (Section 4.1), – Project Management Plan (Section 4.2), and – Quality Management Plan (Section 4.3). The Project Development Plan shall provide the information relevant for developing the Proposer’s schematic, the project management philosophy, plan and schedule for executing the Project including management structure and personnel; and the quality control procedures for any related contract administration, describing how Proposer plans to achieve and satisfy the project requirements.
