It is the intent of the parties that the FAA and AAA Rules shall preempt all state laws to the fullest extent permitted by law. The arbitrator(s) shall will not be bound by rulings in prior arbitrations involving different PayPal customers, customers of ours but is/are bound by rulings in prior arbitrations involving the same PayPal customer to the extent required by applicable law.
