While all Australian governments are committed fully to achieving genuine improvement for Indigenous children and families, a number of challenges to measuring progress are recognised. These include the relatively small size of the Indigenous population meaning that identifying trends may require aggregating several years of data. It is also recognised that the benefits of this program may not begin to be realised until after a period of years, towards the end of the agreement as programs are bedded down. These and other relevant factors will be considered when measuring progress. Following the agreement of baseline data by the Commonwealth, States and Territories, all jurisdictions will use the following performance indicators for the duration of the Agreement to identify and measure progress towards the agreed outcomes: · increased proportion of Indigenous children attending the Children and Family Centres who have had all age-appropriate health checks and vaccinations; · increased proportion of Indigenous three and four year olds participating in quality early childhood education and development and child care services; · increased proportion of Indigenous children attending the Children and Family Centres who go on to attend school regularly; · increased proportion of Indigenous children and families accessing a range of services offered at or through Children and Family Centres, including but not limited to childcare, early learning, child and maternal health, and parent and family support services; · increased proportion of pregnant Indigenous women with an antenatal contact in the first trimester of pregnancy in each year; · increased proportion of Indigenous teenagers accessing sexual and reproductive health programs and services; · reduced proportion of Indigenous babies born with low birth weight each year; · reduced mortality rate of Indigenous infants each year; · reduced proportion of Indigenous women who use substances (tobacco, alcohol, illicit drugs) during pregnancy each year; and · reduced proportion of hospital admissions of Indigenous children 0-4 years.

Tools: After a comparison by the trainee's Supervisor, of tool lists with tools on hand, a clear-cut mark of conformance is possible. No exceptions will be made. A composite report on each trainee will be written twice yearly by the Maintenance Supervisor combining (a), and above. If a grade other than satisfactory is obtained, immediate action will be taken by the Trades Apprenticeship Committee to establish the reason and take steps to correct the situation. Progress Measurement. Success of this program will be measured by completion of a review of the life span of low mercury fluorescent bulbs, and implementation of a company-wide fluorescent bulb purchase policy.
Progress Measurement. LTVSMC will update the attached LTVSMC Mercury Release Inventory in February of each year starting in January of 2001. The key reporting parameter for emissions from pelletizing furnaces and power plant boilers will be mercury emissions on a pound per ton or pound per MWH, produced respectively. Progress Measurement. Success of this program will be measured by successful completion of the product inventory as described above. The results of the inventory will be useful in developing a phase-out program of products that have a higher potential of mercury release. The inventory may also be useful for revising the MPCA mercury emission inventory for products.
