Program Level Matching Clause Samples
The Program Level Matching clause establishes a requirement that certain terms, conditions, or benefits must be aligned or consistent across all programs or agreements within a broader contractual relationship. In practice, this means that if one program or agreement offers more favorable terms—such as pricing, service levels, or benefits—those same terms must be extended to other programs covered by the contract. This clause ensures fairness and uniformity, preventing discrepancies that could disadvantage one party and promoting consistency across multiple related agreements.
Program Level Matching. VA/VHA will match IRS information with information extracted from its system of records (SOR) “Income Verification Records – VA” (89VA10NB). IRS will extract return information with respect to unearned income from the Information Return Master File (IRMF) ProcessingFile, Treas/IRS 22.061, as published at 77 FR 47946‐947 (August 10, 2012), through the Disclosure of Information to Federal, State and Local Agencies (DIFSLA) program. A current CMA is in existence and no changes are anticipated.

Vocational Rehabilitation and Employment Records extract return information with respect to unearned income of the VBA applicant or Return Master File (IRMF), Treasury/IRS 22.061, as published at 80 FR 54081 (September 8, 2015).
