Program Description Summary. PROGRAM is an emergency shelter operation that is designed to provide unsheltered homeless individuals in Orange County with safe shelter, supportive services, health services, housing support services, and access to support to move individuals out of homelessness and into permanent housing opportunities. The overall purpose of the PROGRAM is to connect homeless persons to permanent housing opportunities and resources to maintain housing stability and self- sufficiency. The CONTRACTOR will be responsible for the day to day operation of the PROGRAM on an ongoing basis and will be required to adhere to the guidelines established in the MOPSP.. Access to bed availability will be handled through a reservation system. No walk- ins for the PROGRAM or services will be permitted.
