Program Administration. a. The Programs held be administered by a Panel composed of seven (7) members. Four (4) of the members will be appointed by the United Teachers of Richmond and three (3) by the Superintendent of the WCCUSD. (The term for the panel members shall be 3 years.) This term can be extended for one additional term. The terms of the panel members will be staggered.
