Procedure for Invoicing Services Covered by a Third-Party Payor. a. Provider agrees to follow Coordination of Benefits (COB) procedures established by the Wisconsin Office of the Commissioner of Insurance, acknowledging that the Purchaser is always the payor of last resort in circumstances where a member is covered by a third-party payor.
