Principal Flexibility and Use of Resources. The parties will work together to develop procedures and guidelines for providing principals with greater flexibility in the use of allocated resources. The parties will consider the procedures already in place for some principals in developing the procedures and guidelines. The intent is to complete this work for implementation in FY2015. A. Board—The Board of Education of Montgomery County. B. Association—The ▇▇▇▇▇▇▇▇▇▇ County Association of Administrators and Principals (MCAAP/ MCBOA) The umbrella group that serves as the exclusive representative of employees in the two bargaining units described in D below. MCAAP unit 1 is the former ▇▇▇▇▇▇▇▇▇▇ County Association of Administrative and Supervisory Personnel. MCBOA is the second unit described below, the former ▇▇▇▇▇▇▇▇▇▇ County Business and Operations Administrators.
