PRE-DISPATCH INSPECTION. Pre-dispatch inspection shall be performed on various materials at manufacturer’s work place for which contractor shall be required to raise requisition giving at least 10-day time. Depending on requirement, inspection shall be witnessed by representatives of Employer, TPIA and/or REC/PFC/MoP. The contractor shall ensure receipt of material at site within 21 days from date of receipt of dispatch instructions. In case materials are not received within 21 days from date of issue of dispatch instruction, the dispatch instruction shall stand cancelled. In the event of delay in receipt of materials beyond 21 days due to reasons not attributed to turnkey contractor/supplier, suitable time extension may be permitted by the Employer. All expenditure incurred by Employer in performance of dispatch instruction shall be recovered from turnkey contractor. The turnkey contractor shall ensure that pre-dispatch inspection for materials are intimated only when the material is completely ready for inspection. On due date of inspection, if it is found that materials are not ready in required quantities or the inspection could not be carried out due to non-availability of requisite calibrated certificate of instruments with manufacturer, closing of works on scheduled date of inspection, non-availability of sufficient testing/material handling staff at manufacturer works etc, all expenditures incurred on deployment of various inspecting officials along with a fine of Rs 50,000/- shall be recovered from the bills of the agency and re-inspection shall be carried out on expense of contractor. 2nd such situation at same manufacturer/supplier shall result in rejection of name of manufacturer from list of approved vendors/sub-vendors. In case sub- standard materials (old component, re-cycled materials, re-used core material, re-used transformer coil material etc) offered for inspection and are noticed during the inspection, materials shall be rejected and approval of sub- vendor shall also be cancelled for all DDUGJY projects.

PRE-DISPATCH INSPECTION. The material shall be subject to inspection by a duly authorized representative of the TPCODL/ TPNODL/ TPSODL/ TPWODL. Inspection may be made at any stage of manufacture at the discretion of the purchaser and theequipment, if found unsatisfactory as to workmanship or material, the same is liable to rejection.Bidder shall grant free access to the places of manufacturing to TPCODL/ TPNODL/ TPSODL/ TPWODL’s representatives at alltimes when the work is in progress. Inspection by the TPCODL/ TPNODL/ TPSODL/ TPWODL or its authorized representativesshall not relieve the bidder of his obligation of furnishing equipment in accordance with the specifications. Material shall be dispatched after specific MDCC (Material Dispatch Clearance Certificate) is issued by TPCODL/ TPNODL/ TPSODL/ TPWODL. Following documents shall be sent along with material.

PRE-DISPATCH INSPECTION. (a) The Buyer’s representatives will carry out Pre- Dispatch Inspection (PDI) of the stores/ equipment in order to check their compliance with specifications in accordance with its usual standard procedures.
(b) The Seller shall intimate the Buyer at least 45 days before the scheduled date of PDI. The time required for completing visa formalities by the Seller should not be included in this notice. The Buyer will send his authorised representatives(s) to attend the PDI.
(c) The list of ▇▇▇▇▇’s representatives together with their particulars including name, title and place of birth, passport numbers including date of issue and date of expiry, address, etc. must be communicated by the Buyer at least 10 in advance to apply for the necessary authorizations and clearances to be granted.
(d) The Buyer reserves the right not to attend the PDI or to request for postponement of the beginning of the PDI by a maximum of fifteen (15) days from the date fixed for such PDI in order to allow his representative(s) to attend such tests, in which cases he shall inform in writing the Seller within 15 days before the date of the beginning of the PDI. Should the Buyer request for such postponement, liquidated damages, if any, shall not apply in case the Buyer informs the Seller within the period mentioned hereinabove that he cannot attend the PDI or in case the Buyer does not come at the postponed date requested by him/ her for performance of the PDI as mentioned above, the Seller shall be entitled to carry out said tests alone as scheduled. The Certificate of Conformity and the Acceptance Test Report will be signed by the Seller’s QA representative alone and such documents bearing the sole signature of the Seller’s QA representative shall have the same value and effect as if they have been signed by both the parties. In case Buyer does not elect to attend the PDI, the Buyer shall intimate the Seller in writing that it does not wish to attend the PDI.
(e) The Seller shall provide all reasonable facilities, access and assistance to the Buyer’s representative for safety and convenience in the performance of their duties in the Seller’s Location/ State/ Country.
(f) All costs associated with the stay of the Buyer’s Representative(s) in any of the state of the Republic of India where the PDI is to be carried out, including travel expenses, boarding and lodging, accommodation, daily expenses, shall be borne by the Buyer. PRE-DISPATCH INSPECTION. All materials/equipment manufactured by the vendor shall be subject to inspection, check and/or test by the BHEL or its authorized representative at all stages and place, before, during and after the manufacture. The vendor shall maintain and provide statutory test certificates for each supplied batch, confirming compliance to the technical specifications and other tender requirements. The Test Certificate needs to be transmitted electronically to BHEL at least 48 hours in advance of pre- dispatch inspection date.Only those batches meeting compliance shall be dispatched by the vendor. If upon delivery, the material/equipment does not meet the specifications, the material/equipment shall be rejected and returned to the vendor for repairs / modification, etc. or for replacement. In such cases, all expenses including the to-and-fro freight, repacking charges, any other costs, etc. shall be to the account of the vendor. The bidder shall arrange removal of the rejected items with in 15days from the date of notification. In the event the vendor fail to lift the material in 15 days, BHEL in liberty to dispose the rejected items in any manner as it may deem fit. All tests shall be carried out as per AIS 138, and the vendor shall submit the relevant test reports. BHEL / Customer representative will be present at manufacturer’s works for witnessing of final testing. This is to be incorporated in the Quality Plan. No charges shall be applicable for witnessing of final tests. Boarding and Lodging is to BHEL/Customer account. 22.
