Common use of Pre-Construction Services Clause in Contracts

Pre-Construction Services. The procurement was initially advertised as a Request for Qualifications (RFQ) in August 2016. Fifteen firms were selected to participate in the project pool and thus given the opportunity to receive the project specific Request for Proposals (RFP). The firms were then pre-qualified into specific categories by project cost and type. Montebello Elementary/Middle School is a Category I school, which is a renovation or addition to an existing school building costing up to $30 million. The revised project RFP was issued on May 7, 2020 and seven firms submitted technical proposals. Four firms were short-listed. The Selection Committee held oral presentations and requested financial proposals from the four firms. Financial proposals included pre-construction phase pricing as well as the construction phase pricing related to fee and estimated labor costs. After review of the financial proposals, best and final offers were requested from the four firms. CAM Construction Company, Inc. had the highest technical and overall score and offered a competitive combined fee. The Stadium Authority intends to return with a recommendation to award construction services if pre-construction performance is satisfactory and an acceptable Bid Package is negotiated.
