POWERS OF THE COUNCIL. 6.1 The Council may establish ad hoc or standing working groups or committees comprising of representatives of the Parties as each Party may determine. 6.2 The Council may appoint technical experts and consultants to provide expert opinion and advice on any matter referred to in Article 5 and may exercise such powers and make the decisions relating thereto as may be assigned to it in this regard by the Parties. 6.3 The Council shall ensure that advice on any matter referred to in Article 5 shall be contained in a report, signed by the leader of each delegation at the meeting of the Council at which the report is adopted, and such report shall be submitted to the Parties by the respective delegations. 6.4 The Council shall ensure that every report referred to in subArticle 6.3, shall include estimates of the cost involved in the implementation thereof and it may require that proposals be contained in such report for the apportionment of such costs between the Parties.

POWERS OF THE COUNCIL. The Council will exercise all its powers and duties in accordance with the law and this Constitution.

POWERS OF THE COUNCIL. 1. To prepare broad modular planning units of development for the area served, including, but not limited to population, economy, governmental services, utilities, education, housing, transportation, recreation, health, natural resources, manpower, law enforcement, social services, poverty, and economic development. 2. To assist individual counties and municipalities in the area to participate more effectively in State and Federal funding programs. 3. To review and make recommendations on projects which will affect the development of the area in accordance with the various plans and programs of the area served. 4. To recommend projects which will enhance the development of all resources to be carried out through existing governmental units or through a combination of these as applicable under State laws. 5. To compile, prepare, publish, and disseminate information about the various resources of the area served and subareas. 6. To cooperate and coordinate the activities of local grants with organizations similar to the council, State, and Federal agencies. 7. To analyze existing Federal and State legislation and programs to determine its affect on local governments. 8. To promote local decision making and local control of those projects and programs affecting the constituency of the area.

POWERS OF THE COUNCIL. To further the objectives and purpose of the Council as set forth in Article IV, the Council, and the Executive Director when acting on behalf of the Council, shall have the following powers: 1. To apply for, receive, and expend grants of funds from local, State, and Federal governments and from private individuals, foundations, and corporations. 3. To assist counties and municipalities in the Region to participate more effectively in State and Federal grant programs. 4. To review and make recommendations on projects which will affect the development of the area served, in accordance with the various plans and programs of the Council and to take any such actions that may be desirable or necessary to implement any plans or programs. 5. To recommend projects which will enhance the development of all resources to be carried out through existing governmental units or through a combination of these as applicable under State and/or Federal laws. 6. To compile, prepare, publish, and disseminate information about the various resources of the area served and sub areas. 7. To promote and assist in the creation of public and semi-public, nonprofit organizations as needed for carrying out specific projects and programs initiated under Federal and/or State laws. 8. To cooperate and coordinate its activities with local and State planning agencies and other Councils and with Federal agencies responsible for strategic planning in developing and implementing plans for development. 9. To prepare area-wide packages of projects, developed in relation to area developmental plans, for submission to various Federal or State agencies for funding. 10. To undertake other such activities as the counties, the cities, the State, or the Federal government might appropriately ask it to undertake upon agreement by a majority vote of the governing members of the Council. 11. POWERS OF THE COUNCIL. 7.1. The Council may enter the Premises at a reasonable hour in the daytime or at any hour during which business is in progress or is usually carried on at the Premises for the purpose of conducting any inspection, examination, testing, monitoring or sampling to determine whether the Applicant is complying with the conditions of this Agreement.

POWERS OF THE COUNCIL. 1. The powers of the Council shall cover the following matters: (a) determination of the main areas of activities of the Bank, including credit policy, in accordance with the Bank’s purpose and tasks; (b) admittance of new members and determination of the terms of such admittance; (c) admittance of new members by way of assignment of shares to such new members; (d) making decisions on increasing or reducing the authorises capital of the Bank; (e) making decisions on redistribution of shares of the authorised capital among members; (f) appointment and retirement of the Chairman of the Executive Board on the founders’ proposal; (g) determination of the remuneration of the Chairman of the Executive Board; (h) approval of nominees for Deputy Chairmen of the Executive Board on proposals by the Chairman of the Executive Board; (i) approval of the organisational structure of the Bank; (j) approval of annual reports of the Executive Board, annual balance sheets, and profit and loss statements of the Bank, based on audit reports; (k) approval of annual budgets of the Bank for each forthcoming financial year; (l) approval of the procedure of selecting external auditors; external auditors; and the procedures of the Internal Audit Service and the Revision Committee of the Bank; (m) making decisions on establishing internal funds; the size of reserves and other funds; and distribution of profit of the Bank; (n) selection of the Bank’s priorities in international co-operation and making decisions on entering into agreements on co-operation with international organisations; (o) making decisions on establishing branches and subsidiary banks/companies; (p) suspension of operation of members of the Bank; (q) making decisions on suspension of operations or initiation of winding-up of the Bank, including the timeframe and terms of distribution of its net assets among members; (r) making decisions on amending this Charter; (s) approval of the Regulation on Investment Activities of the Bank; (t) consideration and approval of the Bank’s investment projects covered by the scope of powers of the Council in accordance with the Regulation on Investment Activities of the Bank; (u) determination of the procedure of winding up the Bank; (v) approval of the rules of the Council; and (w) any other matters covered by the scope of powers of the Council in accordance with this Charter. 2. All decisions by Council to acquire or dispose of real property shall be subject to prior approval of the Public Agencies. Prior to acquisition or disposal of real property within The Park by Public Agencies, they shall refer the proposed transaction to Council for review and recommendation. However, failure of the Public Agencies to so refer a transaction shall not affect its validity. (b) To undertake overall planning for, and to plan and design the Park, and to take any and all actions necessary to accomplish these powers.
