Phased approach. The assignment shall be undertaken in 3 phases in a progressive manner i.e., Item after item. starting with Item 1 and then Item 2. Item 3 shall come on after successfully completion of the first two Items. Therefore, tasks under item 1 can only start after approval of the inception report. Likewise, item two tasks can only start after completion and approval of tasks and deliverables under item one. Tasks under item 3 cannot start until completion and approval of tasks and deliverables for item two. Following the same activities rollout logic, tasks of the same item can be implemented simultaneously in 2 VTIs by different experts. An inception report with detailed work plan and methodologies for the 3 Item assignments shall be delivered at every assignment initiation level while the others will be guided by the item tasks. This item shall have an output of 5 capacity assessment reports. The Ministry of Education and Sports (▇▇▇▇) CoVE assessment tool will be the only tool to be used, thus no need of developing new tools. After acclimatization with this tool, one other requirement will be to validate the crude organizational self-assessment exercise and reports that the partner VTIs did at the beginning of this year. Therefore, field visits to each of the 5 VTIs will be required. Interactions will be with the major stakeholders e.g., board of governors, management teams, technical and support staff, students etc.

Because implementation of a Forest or District NEPA decision regarding road closure and decommissioning is likely to involve many miles of road and take place over the course of several years as funding becomes available, the consulting parties agree that the Forest may use a phased approach to the identification and evaluation of historic properties that may be affected by the subsequent closure and decommissioning activities.
