The Performance Management System will be administered in accordance with the terms of this Agreement, Merit Systems Principles, NARA policy, as well as all Federal statutes and regulations. The Agency will administer the Performance Management System in a way so that it does not engage in Prohibited Personnel Practices. B. USAPerformance (USAP) is the Agency’s information system that automates performance appraisal process workflows. All references in this Article to “writing” or “written” communication of performance plans, performance feedback, performance appraisals, or performance ratings includes electronic transmission of this information through automated forms in USAP.
