Payment by FTA. Except to the extent FTA determines otherwise in writing, the Indian Tribe agrees that FTA will make all payments of Tribal Transit Program assistance through the Automated Clearing House (ACH) method of payment regardless of the amount involved, but not before the Indian Tribe has executed the Grant Agreement for the Tribal Transit Project, in accordance with the following provisions:
