Operational Necessity. In addition to the annual schedule modification, the Fire Chief may modify the work schedule for particular operational needs which may occur from time to time during the year.

If removed it would cause delay and expose the MOD to financial and technical risk and the Government to severe reputational risk by failing to approve an essential resource on such a high profile and high value project.
