Operating Rules and Policies. The Board may adopt Operating Rules and Policies, and if adopted, shall supplement but not be in conflict with this Agreement, and may contain policies and procedures for the efficient operation of the Authority. In the event of conflict between this Agreement and other rules or procedures, the provisions of this Agreement shall govern.
