Operating Projects. Operating Projects shall be defined as all wind energy projects that have achieved commercial operation in accordance with PJM Interconnection rules prior to January 1, 2013; and all wind energy projects that achieve commercial operation in accordance with PJM Interconnection rules on or after January 1, 2013 and also qualify for the federal production tax credit under the extension of said program in the American Taxpayer Relief Act of 2012.
