No Sub-Contracting. a. The Employer may not subcontract with third parties for the performance of work within the scope of this Agreement, unless the Employer determines that insufficient qualified freelancers are available in the market, or that special skills or equipment is needed and cannot be supplied by the Employer. b. Thirty (30) days prior to implementing substantive changes in past practices with respect to staffing/▇▇▇▇▇▇▇ requirements or to subcontracting, the Employer shall give notice of such intended changes and the opportunity to discuss the situation prior to implementation. The requirements of this paragraph are not applicable to subcontracting caused by equipment limitations
