Monitoring Program. Owner shall prepare and submit to the Director a monitoring program that identifies the person or entity responsible for certifying the income of Qualifying Households, determining Affordable Rent, maintaining the required number of Affordable Units as set forth in Section 3.3 of this Agreement, and marketing and filling vacancies in the Affordable Units. The Affordable Units shall thereafter be marketed, leased and monitored in accordance with the monitoring program as the same may be amended from time to time with the Director's prior written approval, which approval shall not unreasonably be withheld.
