Monitoring Program. Monitoring of the MSHCP Reserve System will be instituted pursuant to Section 8.3 of the MSHCP. Implementation of the long-term Monitoring Program includes an initial inventory and assessment period.

The FS, ERC, and SWRCB shall have at least 1530 days to review the report prior to filing with FERC. The licensee shall provide copies of the 16annual report to the FS, ERC, and SWRCB. 17The following guidelines shall be used in implementing the monitoring program: (a) monitoring and studies shall be relevant to the Project, (b) monitoring and studies shall be conducted such 18that they provide useful information for management decisions or establishing compliance with license conditions, and (c) monitoring and studies shall be as cost-effective as possible. Funding 19for performing the monitoring, as well as specified contingency funding, shall be provided by the 20licensee. 21For purposes of the ecological resources adaptive management program, each year is defined on a calendar year basis (i.e., January through December). This monitoring program covers 22monitoring to be conducted during all years until a new license is issued. Most monitoring described below is estimated to end after 30 years; however, if a new license is not issued within 2330 years, the FS and/or SWRCB, in consultation with the ERC, reserve the right to extend the 24monitoring period as necessary. 251. Monitoring Program. Designee agrees to implement a monitoring program that includes regular assessment of adherence to privacy practices, accuracy of guidance given to customers, and training standards.
Monitoring Program. SMC shall establish and maintain a daily traffic monitoring program to verify its compliance with this provision. At a minimum, such program shall monitor and record the number of riders in each permitted vehicle measured at the mine- site check-in gate, the number of unpermitted vehicles in the parking lot during each shift, and the disposition of each such vehicles. This monitoring program shall also verify SMC’s compliance with the Commercial Traffic Reduction Plan (Appendix H) and shall monitor and record the number of commercial vehicles making deliveries to the mine site per day measured at the mine-site check-in gate.
