Minimum Class Size. The class size for credit classes shall normally be no fewer than twenty (20) enrollees, with it being understood that the District is authorized to maintain a limited number of classes of fewer than twenty (20) enrollees pursuant to the provisions of this Article. Exceptions to the minimum of twenty (20) students enrolled may be made by each college. Factors to be considered in deciding which class may be allowed with fewer than twenty (20) enrollments include:
