Mail Counts. a. The official evaluation of a route to determine ▇▇▇- gibility for evaluated compensation or adjustment in evaluated compensation shall be determined by a mail count. Mail counts will be conducted as follows: (1) In 2016, a national mail count will be con- ducted for twelve (12) working days begin- ning March 12, and ending March 25, 2016. All routes will be counted except those routes which both the regular carrier and management agree in writing not to count. The mail count will be effective at the begin- ning of the fourth full pay period following the end of the count period. (2) Unless there is implementation of an alternate method for evaluating routes, or the parties agree otherwise, a national mail count will be conducted for twelve
