Labor Conventions and Activities. A. The City agrees to grant the necessary time off, without discrimination and without pay, to Union officers and four other official delegates designated by the Union to attend an official labor convention. Absences for a labor convention shall require 15 days’ notice. The participation in Union activities such as Union meetings and committee meetings will be permitted only during off-duty hours.
