Intertribal consortium. An inter- tribal consortium is eligible to receive a Cooperative Agreement from EPA only if the intertribal consortium dem- onstrates that all members of the con- sortium meet the eligibility require- ments for the Cooperative Agreement, and all members authorize the consor- tium to apply for and receive assist- ance.
