Except as otherwise provided in Part B of this Section, contracts shall be awarded on the basis of International Competitive Biddinginternational competitive bidding in accordance with the provisions of Section II and paragraphs 3.14 and 3.15 of the Procurement Guidelines, and the following additional procedure: Domestic Preference. The provisions of paragraphs 2.55 and 2.56 of the Procurement GuidelinesGuidelines and Appendix 2 thereto, providing for domestic preference in the evaluation of bids, shall apply to goods manufactured in the territory of the Borrower.
