Institutionalization stakeholder behavior and critical systems Institutions are the formal and informalrules of the game” in a society. In the context of Social Accountability in Ethiopia it may help to distinguish ‘ideal’ behavior of stakeholders and critical systems that enable such behavior. • Stakeholder behavior - As citizens and service providers in Ethiopia gain experience with Social Accountability processes and the service improvement results they produce, the way in which citizens and service providers behave towards each other may shift. Based on emerging new behaviors observed in ESAP1 and 2, the ‘ideal’ or exemplary behaviors of stakeholders in the SA process can be described as follows: • Citizens are willing to pay service fees and charges, provided that the service matches the agreed standard. They organize to clarify service needs of vulnerable groups in society, and feel confident to share difficulties they may face in accessing services. They mobilize their leaders and groups with a desire to contribute to improving the service. These leaders work in the SA Committee that independently monitors services and initiates dialogue with service providers when needed. • Service providers are willing and able to inform citizens about service standards and about the resources available to them to provide the service. They are motivated to engage in dialogue with citizens about meeting specific service needs and with a desire to improving the service. They understand that such engagement leads to effective and efficient services. • Regional and local level Finance and Sector Bureaus motivate service providers to engage in Social Accountability processes, because it enables effective and efficient delivery of quality public services. • Woreda and Kebele Councils take decisions that promote Social Accountability and influence administration, sectors and service providers to engage in Social Accountability processes. This enables councils to adequately channel to expression of needs and concerns of the citizens they represent. • SA experts are willing to offer capacity development, research and innovation services to SA stakeholders where needed at an affordable rate. Institutionalization strategic questions Before posing strategic questions for discussion, it may be useful to have an overview of the Social Accountability process and the stakeholder roles. Annex 1 presents the SA process in four steps, and describes the different roles of each stakeholder, namely citizens, service providers, Woreda Sector Bureaus, Council, and SA experts, at each step in this process. Note that each stakeholder groups comprises large numbers of formal and informal organizations, as illustrated by the stakeholder visual in annex 1.   • Regulatory Intervention In the event that there is any change to any applicable statutes, enactments, acts of legislatures or parliament, laws, ordinances, orders, rules, by-laws or regulations of any government or statutory authority in India including but not limited to the Ministry of Information and Broadcasting and The Telecom Regulatory Authority or any final un-appealable order of any competent court or tribunal, etc, which would have a material adverse effect on either of the Parties, then the affected Party may request that the Parties consult as soon as reasonably practicable with a view to negotiating in good faith an amendment to this Agreement including but not limited to the Subscription Fee payable hereunder. Such amendment shall take effect from the date of such change. In the event the Parties are unable to agree on an amendment within thirty (30) days of the date of the request by the affected Party, then either Party may approach TDSAT for appropriate resolution of the dispute.
