Common use of Installation Access Clause in Contracts

Installation Access. a) NAF El Centro has implemented access procedures that affect non-military personnel who require access to the installation. All LESSEE personnel shall obtain access to the STATION by participating in the Defense Biometrics Identification System (DBIDS). Participation in DBIDS shall be required for the LEASE. There is no cost to participate in the program. b) LESSEEs will be granted access to the STATION for a period up to one (1) year, and are not required to obtain a new pass from the STATION Pass and Identification Office for each visit. c) In order for the LESSEE to participate in DBIDS, the LESSEE shall furnish a completed and signed SECNAV 5512/1, through their STATION Sponsor for submission to Security Pass and ID. d) Details to obtain STATION access are as follows. The LESSEE needs to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for STATION access. Identity checks require a passport or a Real ID Act- compliant state driver’s license. Vetting occurs when the individual’s background and ID are compared against authoritative criminal justice data bases, and the LESSEE has an official document from the sponsoring organization which articulates the reason for access. When the above criteria are met, DBIDS credentials are issued. DBIDS provides a continuous vetting anytime the DBIDS card is scanned at the STATION entry point to verify continued STATION access privileges. e) All LESSEE employees shall obtain the required employee passes. Vehicle passes are not required however, the LESSEE must provide and maintain proof of valid State Vehicle Registration and Vehicle Insurance. f) The LESSEE shall secure all motorized equipment on the LEASED PROPERTY during period of non-use as to be inoperable by unauthorized personnel. Equipment should not be stored or parked within 15 feet of hard-surfaced roads or perimeter patrol roads.
