The "Headstart" clause establishes a period during which one party is granted early access or a preliminary advantage before others, typically in the context of commencing work, accessing information, or launching a product or service. For example, a supplier might be allowed to begin preparations or deliveries ahead of the official contract start date, or a partner could receive confidential information before it is made public. This clause is primarily used to give a party a competitive or logistical edge, ensuring they are better prepared or positioned to fulfill their obligations or capitalize on opportunities, thereby facilitating smoother project execution or market entry.

We are exploring options for expanding joint commissioning across the whole system (financial modelling, contracting and reimbursement models and governance and accountability models). We are working together with staff and users to design our Neighbourhood Care Network, based on the footprints of the four current general practice neighbourhood federations, health and social care neighbourhood community teams, community mental health teams and Lewisham’s children’s centres. This is in line with our work collectively across south east London through Our Healthier South East London (OHSEL). We are exploring how best to integrate our highly effective employ- ment support services for people with complex needs (including mental and physical ill health) with our health and social care systems. We want to accelerate our work on integration over the next 2 years prioritising integration activity initially for adults over the age of sixty, those with severe mental health issues, those children with complex needs and on children’s health and early intervention services, whilst ensuring activity across the system also supports the priorities set out in the OHSEL strategy. We will continue to develop the local governance and leadership arrangements for the whole sys- tem model of care in Lewisham (building on the existing governance Boards for Adults integration and Children and Young People). Our experience since 2010 tells us that a number of key enablers are needed in order to deliver successful integration. Locally we have made inroads into these areas, however we have a number of specific asks in order to remove barriers to delivery.

Partners will keep abreast of policy and funding changes which could affect or influence the work of the Partnership in Middlesbrough, South Tees and Tees Valley and share national or regional policy and practice, which can inform the development or future of the Project. Partners will also share learning to influence future policy and practice in relevant areas, such as adult social care, employment and training, education, enterprise, health, community safety and mental health at local, regional and national level. The overall performance management of the carers’ strategy is the responsibility of the Health and Wellbeing Board. The CSP will agree an implementation plan and oversee and monitor this. Partners will advise on how best to rationalise metrics and develop a scorecard or dashboard to effectively monitor the outcomes of the strategy and the implementation plan delivery. The Partnership will share learning from what works and what has not worked, identify any gaps or improvements required and seek to address these through the CSP or with the support of other partners and partnerships if required. The Partnership will be involved in the commissioning of services which are additional to those provided by Partner Organisations, which address gaps in provision or support for carers. In addition to the data and information gathered and monitored as part of the performance management framework, Partner Organisations will gather local intelligence, data and statistics or other information on behalf of the partnership that can help to inform, enhance, influence the implementation of the carers’ strategy and outcomes for carers. The CSP will advise on how data systems could be aligned over time to avoid duplication and create a better pool of data, information and intelligence. Partners also agree not to make public any information which is confidential. Where appropriate, data sharing agreements will be put in place with key organisations or projects, where shared information about carers would be of benefit to them in terms of improving their outcomes, removing duplication and creating greater clarity for both carers and those providing services to them. Headstart. Two-thirds (2/3) contract teachers shall be those whose daily assignment accumulates to three and one half (31/2) hours student contact time per day for each day for up to 4 days per week plus twenty-four hours allocated monthly as follows: a. Four (4) hours in-service. b. Twenty (20) hours of home visitation, preparation, and such reports as required by the funding agency.
