GENERAL REQUIREMENTS FOR THE FULFILLMENT OF THE COMMISSION. By the conclusion of the agreements with the Users for the rendering of telecommunications on behalf of and at the expense of Rostelecom the Operator is not entitled to deviate from the conditions of the agreements on the rendering of telecommunications, approved by the Parties in accordance with the provisions of paras 3.1.4. and 3.3.14. of the Agreement.
