Establishment of a single performance and risk information database. The database and mechanism for making performance reports available to Thematic Partnerships, Partners and the CSP executive, is PerformancePlus Local Authority™ (P+) from INPHASE. This software currently supports the County Council PMF and consequently, use of P+ will require minimal annual set-up and maintenance. Sample reports, currently used by the (Cumbria) Children and Young People’s Strategic Partnership Board can be seen in Appendix 3. The P+ tool, enhanced by use of existing local performance and intelligence sources, will assist each Thematic Partnership to understand cause and effect relationships, actual performance and contributing performance. P+ will facilitate the alignment of daily activities to the outcomes, sub-outcomes and targets in the LAA and will assist to focus the partner agencies in a united direction. This will enable each partnership to identify how and where the partner agencies need to do things differently to achieve a collective performance improvement. The solution is attached in Appendix 4 and will assist each Thematic Partnership, including • Status reporting of Performance indicators and activities. • Contextual analysis by a narrative facility • Readily accessible and understandable information Partner agencies currently work with a number of different performance management databases, however data will be collated and held centrally within the P+ database via conversion using Microsoft Excel. P+ will enable the following: • At-a-glance exception alerting • Rapid access to summarised data • Graphical trending and tabular representation of data. • Facility to embed Narrative information in performance reports • Tracking of activities • Tracking of risks Benefits of using P+ for each Thematic Partnership: • Track and prioritise high level performance and actions • Microsoft Architecture • Easy configuration and evolution by users • Lower total cost of ownership

Applicability: The following Electronic and Information Resources (“EIR”) requirements apply to the Contract because the Grantee performs services that include EIR that the System Agency's employees are required or permitted to access or members of the public are required or permitted to access.   • Line Information Database 9.1 LIDB is a transaction-oriented database accessible through Common Channel Signaling (CCS) networks. For access to LIDB, e-Tel must purchase appropriate signaling links pursuant to Section 10 of this Attachment. LIDB contains records associated with End User Line Numbers and Special Billing Numbers. LIDB accepts queries from other Network Elements and provides appropriate responses. The query originator need not be the owner of LIDB data. LIDB queries include functions such as screening billed numbers that provides the ability to accept Collect or Third Number Billing calls and validation of Telephone Line Number based non-proprietary calling cards. The interface for the LIDB functionality is the interface between BellSouth’s CCS network and other CCS networks. LIDB also interfaces to administrative systems.
