Employee Complaints. Any employee complaint which does not qualify as a grievance as defined in Article 40.1 may be pursued by the employee up to and through Step 3 of the grievance procedure set forth in Article 40.

Employee Complaints. Any employee complaint which does not qualify as a grievance as defined in Article Article 40.1 may be pursued by the employee up to and through Step 3 of the grievance procedure set forth in Article 4040.3. The President’s or his/her designee’s decision on the complaint at Step 3 shall be final and will not be appealable to arbitration.
