Educational Development Committee. 14.1 The District and the Congress agree that the professional personnel are, and should continue to be, a major source of developments and innovations in improving the educational programs carried on in the District. The parties agree further that it is important for the professional personnel to participate in the overall coordination of studies, projects, and other activities directed toward the development, improvement, and implementation of such programs, toward the evaluation of existing programs, toward the devising, testing, and introduction of new programs, and toward research in pertinent educational areas. 14.2 Accordingly, the District and the Congress agree that an Educational Development Committee shall be established from the professional personnel of the District, to consist 14.3 This committee shall establish its own times of meeting and rules of procedure. This committee shall consider all proposals from any source respecting curriculum, teaching methods, aids and materials, and any other matter pertaining to the improvement of the educational programs carried on or proposed to be carried on in the District. Where a proposal is made that a specific subject be studied by a particular person or a group of persons, this committee shall receive and review the results of each study and will endeavor to avoid duplication or repetition of effort. 14.4 This committee shall regularly report to the Superintendent of Schools the matters it is considering and its recommendations respecting the same. All recommendations from the committee will be submitted in writing to the Superintendent of Schools for transmittal to the Board. 14.5 In each school building within the District, there shall be a subcommittee of the Educational Development Committee, consisting of professional staff which shall consider matters pertaining to the improvement of the educational program in that building. Membership on the subcommittee shall be on a voluntary basis. All recommendations from the subcommittee shall be submitted in writing to the Principal of the school building and a copy of such recommendations shall also be sent to the Educational Development Committee. 14.6 If the Principal and the subcommittee cannot reach agreement on the recommendations, the subcommittee may send copies to the Superintendent of Schools. 14.7 The Educational Development Committee may make recommendations with regard to the qualifications of principals, assistant principals, coordinators, teacher coordinators, teachers-in-charge, and athletic coaches. 14.8 The Congress shall have the right to make recommendations to the Educational Development Committee with regard to the adoption or use of Federal and State programs. 14.9 Nothing herein shall interfere with the administration's or Board's exercise of its authority or prerogative under New York State Law.

Educational Development Committee. 14.1 The District Board and the Congress Association agree that the professional personnel are, staff is and should continue to be, be a major source of developments and innovations in improving the educational programs carried on in the Districtpublic schools. The parties agree further that it is important for the professional personnel staff to participate in the overall coordination of studies, projects, projects and other activities directed toward the development, improvement, improvement and implementation of such programs, toward the evaluation of existing programs, toward the devising, testing, testing and introduction of new programs, and toward research in pertinent educational and related areas.
14.2 . The parties recognize that there are other institutional and community resources capable of great contributions toward these ends and that the utilization of such resources shall be coordinated with the efforts of the school administration and the professional staff. Accordingly, the District and the Congress agree it is agreed that an Educational Development Committee shall be established formed for the purposes of establishing major goals in the district, setting priorities and making recommendations to the Superintendent for their implementation. This committee shall consist of ten (10) professional educators of whom five (5) shall be designated by the Association and five (5) by the Superintendent. Each set of five (5) shall be drawn from the professional personnel primary, intermediate, junior high school, senior high school and special areas of instruction in the district, so that the Committee will consist of two representatives from each of these five (5) areas. The Association shall notify the Superintendent of the District, names of the persons designated to consist
14.3 serve in each area. This committee shall establish its own times of meeting and rules of procedure. This committee shall consider all proposals from any source respecting curriculum, teaching methods, aids and materialsincluding selection of a chairperson, and any other matter pertaining shall have the right to meet with the Superintendent periodically, not more often than once a month, unless by mutual agreement. Any sub-committee of the Educational Development Committee shall report to the improvement of the educational programs carried on or proposed to be carried on in the Districtfull committee. Where a proposal is made that a specific subject be studied by a particular person or a group of persons, this committee shall receive and review the results of each study and will endeavor to avoid duplication or repetition of effort.
14.4 This committee shall regularly report to the Superintendent of Schools the matters it is considering and its recommendations respecting the same. All recommendations from For each school year during the committee term of this Agreement, $5,000 for necessary research, materials and consultants will be submitted in writing to provided from the Superintendent of Schools to be expended on and for transmittal to Committee projects approved by the Board.
14.5 In each school building within the District, there Superintendent. 14.6 If the Principal and the subcommittee cannot reach agreement on the recommendations, the subcommittee may send copies made to the Superintendent by March 1st of Schools.
