- Draft TOAR. CONSULTANT will finalize the draft TOAR and submit to the CITY and Caltrans for review and comment. Once comments are received from Caltrans, CONSULTANT will review the comments and prepare initial responses. CONSULTANT will meet with Caltrans Functional Units to review their comments, describe the responses to address the comments, and resolve any outstanding technical questions on the analysis.
