District Facilities. A. Upon written application made at least twenty-four hours in advance or upon shorter notice in emergency situations, and in accord with Board policy, the Congress shall be permitted to use District facilities for membership meetings. Said application shall be signed by an official of the Congress and shall clearly state the purpose of the meeting.
