Development. (A) If the Operating Committee determines that a Discovery may be a Commercial Discovery, Operator shall, as soon as practicable, deliver to the Parties a Development Plan together with the first annual Work Program and Budget (or a multi-year Work Program and Budget pursuant to Article 6.5) and provisional Work Programs and Budgets for the remainder of the development of the Discovery, which shall contain, inter alia: (1) details of the proposed work to be undertaken, personnel required and expenditures to be incurred, including the timing of same, on a Calendar Year basis; (2) an estimated date for the commencement of production; (3) a delineation of the proposed Exploitation Area; and (4) any other information requested by the Operating Committee. (B) After receipt of the Development Plan and prior to any applicable deadline under the Contract, the Operating Committee shall meet to consider, modify and then either approve or reject the Development Plan and the first annual Work Program and Budget for the development of a Discovery, as submitted by Operator. If the Operating Committee determines that the Discovery is a Commercial Discovery and approves the corresponding Development Plan, Operator shall, as soon as possible, deliver any notice of Commercial Discovery required under the Contract and take such other steps as may be required under the Contract to secure approval of the Development Plan by the Government. In the event the Government requires changes in the Development Plan, the matter shall be resubmitted to the Operating Committee for further consideration. (C) If the Development Plan is approved, such work shall be incorporated into and form part of annual Work Programs and Budgets, and Operator shall, on or before the 1st Day of October of each Calendar Year submit a Work Program and Budget for the Exploitation Area, for the following Calendar Year. (Cc) If the Development Plan is approved, such work shall be incorporated into and form part of annual Work Programs and Budgets, and Operator shall, on or before the 1st first Day of October November of each Calendar Year submit a Work Program and Budget for the Exploitation Concession Area, for the following Calendar Year. (1) details of the proposed work to be undertaken, personnel required and expenditures to be incurred, including the timing of same, on a Calendar Year basis;
(2) an estimated date for the commencement of productionproduction and production forecast on a Calendar Year basis;
(3) a delineation of the proposed Exploitation Area; and
(4) any other information requested by the Operating Committee.
(B) After receipt of the Development Plan and prior to any applicable deadline under the ContractLicence, the Operating Committee shall meet to consider, modify and then either approve or reject the Development Plan and the first annual Work Program and Budget for the development of a Discovery, as submitted by Operator. If the Operating Committee determines that the Discovery is a Commercial Discovery and approves the corresponding Development Plan, Operator shall, as soon as possible, deliver any notice of Commercial Discovery required under the Contract Licence and take such other steps as may be required under the Contract Licence to secure approval of the Development Plan by the GovernmentMinister. In the event the Government Minister requires changes in the Development Plan, the matter shall be resubmitted to the Operating Committee for further consideration.
(C) If the Development Plan is approved, such work shall be incorporated into and form part of annual Work Programs and Budgets, and Operator shall, on or before the 1st first (1st) Day of October June in each Calendar Year, deliver to the Parties, for planning purposes only, an indicative proposed Work Program and Budget detailing the Joint Operations to be performed in respect of the Exploitation Area for the following period from 1st June to 31st December in that Calendar Year and the whole of the following Calendar Year. The terms of such Work Program and Budget shall not be binding on the Parties. Operator shall, on or before the first (1st) Day of September of each Calendar Year submit a Work Program and Budget for the Exploitation Area, Area for the following Calendar Year. Subject to Article 6.5, within thirty (30) Days after such submissionsubmittal, the Operating Committee shall endeavor to agree to approve such Work Program and Budget, including any necessary or appropriate revisions to the Work Program and Budget for the approved Development Plan.

Development. (A) Following appraisal of a Discovery, the Operator shall, as soon as practicable, submit to the Parties a report containing the results of that appraisal and the Operator's recommendation as to whether the Discovery has commercial potential, including an explanation and the reasoning adopted in arriving at such recommendation. If the Operating Committee determines that a Discovery may be is a Commercial Discovery, the Operator shall, as soon as practicable, deliver to the Parties a Development Plan together with the first annual Work Program Programme and Budget (or a multi-year Work Program Programme and Budget pursuant to Article 6.5) and provisional Work Programs Programmes and Budgets for the remainder of the development of the Discovery, which shall contain, inter alia:
(1) details of the proposed work to be undertaken, personnel required and expenditures to be incurred, including the timing of same, on a Calendar Year basis;
(2) an estimated date for the commencement of productionproduction and production forecast on a Calendar Year basis;
(3) a delineation of the proposed Exploitation Area; and
(4) any other information requested by the Operating Committee.
(B) After receipt of the Development Plan and prior to any applicable deadline under the ContractLicence, the Operating Committee shall meet to consider, modify and then either approve or reject the Development Plan and the first annual Work Program Programme and Budget for the development of a Discovery, as submitted by the Operator. If the Operating Committee determines that the Discovery is a Commercial Discovery and approves the corresponding Development Plan, the Operator shall, as soon as possible, deliver any notice of Commercial Discovery required under the Contract Licence and take such other steps as may be required under the Contract Licence to secure approval of the Development Plan by the GovernmentMinister. In the event the Government Minister requires changes in the Development Plan, the matter shall be resubmitted to the Operating Committee for further consideration.
(C) If the Development Plan is approved, such work shall be incorporated into and form part of annual Work Programs Programmes and Budgets, and . The Operator shall, on or before the 1st first (1st) Day of October of each Calendar Year submit a Work Program Programme and Budget for the Exploitation Area, Area for the following Calendar Year. Subject to Article 6.5, within thirty (30) Days after such submissionsubmittal, the Operating Committee shall endeavor endeavour to agree to approve such Work Program Programme and Budget, including any necessary or appropriate revisions to the Work Program Programme and Budget for the approved Development Plan.

Development. If the Development Plan is approved by the Operating Committee determines that the Discovery is a Commercial Discovery and approves the corresponding Development PlanCommittee, Operator shall, as soon as possible, deliver any notice of Commercial Discovery required under the Contract License and take such other steps as may be required under the Contract License to secure approval of the Development Plan by the Government. In the event the Government requires changes in the Development Plan, the matter shall be resubmitted to the Operating Committee for further considerationconsideration and a decision shall be reached by the Operating Committee within thirty (30) days of the date of submittal.
(C) 9.2.3 If the Development Plan is approved, such work shall be incorporated into and form part of the annual Work Programs and Budgets, and Operator shall, on or before the 1st 15th Day of October November of each Calendar Year submit a Work Program and Budget for the Exploitation AreaProduction Lease, for the following Calendar Year. Subject to Article 6.5, Year except in the initial year of this Agreement the Program and Budget shall be submitted within thirty (30) Days days of the execution of this Agreement. Within sixty (60) days after such submissionsubmittal, the Operating Committee shall endeavor endeavour to agree to such Work Program and Budget, including any necessary or appropriate revisions to the Work Program and Budget for the approved Development Plan.. Any items of infrastructure costs in a Program and Budget, such as roads, living facilities or tank farms may be approved, in part, and rejected, in part, by vote of the Operating Committee
