M2.2 Volume II – Technical Capability (FACTOR 1). Under the Technical Capability Factor, the Government will first evaluate the subfactor 1, Industrial Security for an acceptable/unacceptable rating. An unacceptable rating renders the proposal ineligible for award and the Government will NOT further evaluate the remainder of the technical capability.
